Is it possible to install pega without UDF's : Without clr enabled setting

We are installing Pega 8.7.1 with below environment set up.

Application Server: Tomacat 9

Operating System: RedHat Linux 8.6

DB: SQL Server  2017

Due security reason DB team is not ready to keep clr enabled permanently and quoting the comments from Pega installation guide that this setting is only required if we need to use UDF's. 

We tried to install pega without UDF's but PRWEB failing to load with error.

DatabaseException caused by prior exception: com.microsoft.sqlserver.jdbc.SQLServerException: Cannot find either column "CSPData" or the user-defined function or aggregate "CSPData.pr_read_from_stream", or the name is ambiguous.

 Is it possible to install pega without UDF's & without setting clr enabled from DB?
