You must set the TargetPath if you are using StartAndWait. In addition, you must have the OpenSpan Services installed and running. Would you please explain why you are using StartAndWait as the StartMethod? It might not be required for your scenario as that is generally used when you wither don't want to hook whatever application launches the one you wish to interrogate, or when the application that launches the one you wish to hook closes during the launch process.
