Issue with Declare Index

Declare Index in our application is deleting the records from the one of the Index tables instead of updating/inserting when we run Column population by a batch job utility,this is happening only in Production environment.Any clue?

This is expected if your indexing condition evaluates to false and you have an index instance existing already in the index table for that particular work record
