Import external jar in the Database-pega 6.1 sp2

we have Lower version of Solace Supporting Jars in Data Base and tomact/lib.

1. if we are importing new Jars in the Database, what happens with lower version jars? do we need to remove them explicitly or is there any alternate approach?

2. If Jars are present in both Tomcat/lib and Database, during run time which one is going to be picked?

Please help me
