Implementation without BOE environment and the use of 1:1 Strategy Optimizer Bundle in Production

Is it technically possible to use Value Finder, 1:1 Operations Manager, Action Performance Tracker and Scenario Planner in Production without the BOE environment?

What would be the risks of doing that apart from the system load?

A client owns the Outbound + 1:1 Strategy Optimizer Bundle licenses and currently not planning to have the BOE environment; only Dev, UAT and Prod environments.
