IE error window should be displayed on opening a work item and shouldnt open any tab for it

I have a requirement as mentioned below.

I am getting some work items using a list view and when i open up any work item then i check for some security rules. based on result set, i set some flag and need to run some script "You are not authorized view this" if the flag is set to TRUE.

Can anyone please advise me how to achieve this one.

Note: This pop up should come up before opening the work item and it shouldnt open any tab.
