HTTP Status 503 – Service Unavailable

I am unable  to launch pega application 8.4v and  getting below error.Able to launch tomcat.

Error:

HTTP Status 503 – Service Unavailable

Type Status Report

Message PegaRULES server not available

Description The server is currently unable to handle the request due to a temporary overload or scheduled maintenance, which will likely be alleviated after some delay.

Apache Tomcat/9.0.34

 

 

Done below steps as well to resolve the issue but unfortunately that doesnot work for me. 

 

CATALINA_OPTS= -Xms4096m -Xmx8192m JAVA_OPTS=-Xms4096m -Xmx8192m
