HTML rule latest version not run by the application in Pega 7.1.8

We deployed a modified version (deleted one column) of HTML rule for generation of excel file. However, the modified version (latest version) was not used by the calling activities. We already tried revalidation and save but unfortunately, that did not resolved the issue. Please note that this happened in production environment only; Dev, Test and UAT environment have no such issue. Please advise. Thank you.
