Can we not use listagg() aggregate function in report I see very few aggregate functions are provided in pega if I wanted to use more aggregate functions like listagg() which is present in sql do I need to go for connect sql rule?
Can this be done on report definition?
Or let us say apart from MAX i wanted to get second max value then how can i achieve this ?

You can use SQL function aliases in report definitions. I am not familiar with listagg(), is it a SQL FA? What does it do?
If you cannot find an OOTB FA that does what you need, you can create your own function alias. The applies-to has to be Embed-UserFunction, and the source code for the function is an SQL code fragment that resolves to the value you want. See any of the OOTB FAs for examples.
