How restrict flows to user when he logins in portal
In my application, there are many users like doctor, nurse, lab technician etc.... Each user has a portal. Whenever the user logins into the portal he should access his flow independently.
How to create a portal for a user with access permissions to that particular flow?

Can you please share more details what you mean by flow?
If I assume Some operations on UI than keep access group for all the similar users and write an when conditions for sections to show specific section for his rule like if logged operator belongs to docotsAccessgroup than section which is related to doctors will be shown

I assume the flow you mean here is case type.
Any level of restrictions you need to do in PEGA, can be done using below:
1.Access Group
2.Access Role
3.Access Role to Objects[ARO]
4.Privileges
So based on your level of security and restrictions explore these options.
If its a simple restrictions, you can even handle within flow, using when rules or expressions in decision shapes.

Access group, ARO, Privileges are kind of security, there is possibility of access denied exceptions.
For your requirement based on access group of users, you can use decision shapes to follow the flow path.
