As per my understanding your requirement is to fetch the states list by providing the selected country code information OOTB. If this is your requirement then i don't find any OOTB rule which will return the list of states by taking the Country information as input. We have Pick-Country control which can return the list of countries that are available, but i don't find the similar rule to fetch the states specific to country.

As Gayathri said you need to create table with different states based  on country and you create feild values for dropdown values.

OOTB has pystate feild has some states values not for all the countries. So better option creating table loading states based on country with datapage.
