Based on my lab analysis and documentation research I have found that function

@(Pega-RULES:DateTime).today()

will track the day as defined by the JVM timezone setting.

You can adjust this in tomcat by adding a -Duser.timezone='YourTimezone'

You can infer your current system timezone by using the SMA tool.

SMA -> System Management (initial screen)  Under PegaRules Node info for node, you see

System Start time with a local time zone. (Three letter)

Note that three leter timezone configurations may have problems due to ambiguity.

Calls to function

@(Pega-RULES:DateTime).getCurrentDateStamp()

should always return a GMT based timezone.

Neither function is affected by the current logged in user timezone.

Therefore I am fairly certain that the user.timezone listed under SMA system managment does yeild the JVM timezone, not the client browser or PRPC logged in operator timezone.
