How to open camera (mobile & web), take more than one picture and save the base64 of it?

Hi, I have a "Open Camera" button, I want that button to access and open the camera on phone and web(PC). User can take picture as many as they want and system can save all of it's base64. Any suggestion? Nb: In Mobile, user can choose to use front or rear camera
