how to leverage delegate feature in approval matrix with new changes validation

We got a requirement where business prepares approval matrix in a sheet and gave us to implement. they want to delegate matrix to user so that certain users can update matrix on fly .

technically we have challenge on scalability of matrix (later there may be 60000 + rows )and validating update of matrix by user when they add new rows in matrix.
