How to filter based on function left in report definition

hi all, 

 

I have a report that have a filter which need to use starts with => The left-most 11 characters in pxRequestor.pyWorkbasket(4) but this doesnt work and when i look into the filter, it just return me back the formula. However, if i use equal to pxRequestor.pyWorkbasket(4) without any function , it works. May i know which part i do wrong?
