I guess this is already what you having on the Out-Of-The-Box SECTION presenting case attachments. Can you customize this one? What Pega version is it?

Are you trying to do this from the report viewer? As opposed to a table sourced from the report?
If so, you probably want to explore the Report Viewer tab, Report body > "Display rows using a custom section":

Hi,
There is an OOTB section, pyCaseAttachments from Pega-EndUserUI which displays the list of attachments for the current work object and allows to open them and add new ones.
Also, there is an OOTB report definition, pzAttachmentsListForCaseInstances which pulls the attachments based on LinkedRefTo property. You can do a save as of these report and section to customize and achieve your requirement.
