How to disable Group Level engagement policy for an Action within that Group

We have to make an Action to disable the group level engagement policy in NBA Designer as we want that Action to be always emitted. The checkbox for Action is working for enable and disable. But when we generate the Proposition filters newly with updated changes always the checkbox is enabled.

Is there any way to disable the group level engagement policy for an Action within that group?
