How to delete old Marketing Campaigns

I want to delete the all the related rules/db records generated by old campaigns and the campaign runs. Is there a safe and comprehensive way to do this. By this I mean not to delete work instances directly. I saw a purge wizard in this forum but I'm not sure how to use it. Any ootb tools?
