How to customize/change authentication fail screen

While we try to login with wrong password for 3 times, Pega shows authentication failed screen as attached after 3rd attempt. Our requirement is to customize or to change this screen to other screen suppose 'pyForgotPassword'. I'm not getting from where and how authentication failed screen is loading. I do know by setting DSS(Authentication/MaxLoginAttempts), I can adjust number of login attempts. But that's not what I need. I need to change default authentication failed screen.

Is there any approach to achieve this? Any lead or idea on this would be appreciated.

The attached is the tracer instance. I don't see any stream rule loading. Only PRRuntimeException is there on Declare_AuthPolicies D page.
