How can I make the request to open only once
In my application when the user open a request (EX: Register a user) and he close it without submit or save the request , the request will save as (draft).
my Question is how to prevent the user to open more than one request(only one draft allows for a user)??

As you are creating a case every time when user runs 'Register' it is creating multiple case objects.
To avoid this, Create a temporary object (Check temporary object on pyStartCase flow) initially and once user fills the required data then persist the case using Persist Case smart shape. By this you can avoid unwanted creation of cases.

It looks like you are creating a case everytime the user open's the request. Pega's case management has OOTB duplicate cases check. Did you try exploring that feature ?
