If your service team makes changes to wsdl, then you need to re-consume the wsdl. I think in this scenario it could come as a application change.
FYI, if service team makes changes to the wsdl url , changing the EndPointURL to https would do. As far as I know, no need to re-consume the wsdl for EndPointURL changes.

It's configuration change. Wherever in the application if you hard code the values to http URL you might need to change it to https like prhelp,prsysmgmt

Thanks a lot for your response.
I have one quick question here.
We have soap end point URL as HTTP and now the service team is making changes for It as well to right it as HTTPS so this will be a Application Change as we have to be importing the WSDL again ?
For ex:
current URL: http://pegadevapp:8080/prweb/PRServlet
current LDAP : https://pegadevappv001:8080/prweb/PRWebLDAP
Now below both the changes comes as CONFIGURATION changes right ?
