Getting as &#39 for special character of apostrophes

We have requirement to send mail with attachment and special characters of  &,' in the mail body.

Able to attach to mail but getting &#39 for special character of apostrophe . please provide solution to resolve this.

Used sendemailwithattachments ootb activity.
