Get picklist value in js script

Hello, i have picklist which includes three records. How i can get picklist value in js script. This is necessary to change the phone number entry mask depending on the value of the piclist. I was grateful for help.

Can you please explain your use case. Why would you need a custom javascript function to get the values? And I believe that is achievable using custom javascript. You can use ID or some attribute name and get it.
