Form Language

how can we build forms in international Languages (Arabic and English). And allow user to switch between the two language. In addition the layout changes to RTL in Arabic language and vice versa

The switch locale functionality should give you this option. If you have the language pack ( https://community1.pega.com/exchange/language-packs/pega-language-pack-%E2%80%93-platform) installed then switch locale ( https://community.pega.com/sites/default/files/help_v73/tools/locale/setlocale.htm ) will help you seeing the form in required language.
