forcePassivateInner: passivated or destroyed requestor

Hi,

We have observed slowness in production and found below logs while it is being investigated. Requestor is jumping from one node to another node often. 

Questions:

1. Why requestor is destroyed and restored when all nodes are running healthy?

2. Why requestor is jumping from one node to another node?
