You can configure the quick reply buttons by using the 'radio buttons' as the answer mode on your question rule.

I am using PRPC 7.3.1, also downloaded and configured facebook channel component( for 7.3.1) from pega exchange, still I don't see pyPopulateOutboundData data transform or custom option.
