Execution denied: Activity pyPrePassivation / pyPreDestroy

In Pega 831, below execution denied errors appear frequently in PegaRULES log.

Any ideas why?

Anyone in the GCS who can answer this for me?

I'm still seeing a lot of execution failed errors in the Pega logs for the two OOTB activities (having no steps).
