You can try adding DSS as prconfig/authentication/redirectguests/default value to false in 'Pega-Engine' ruleset. If it doesn't work then you need to add the same in prconfig.xml and try.

This setting is not available as DSS. We have prconfig/authentication/usepreauthenticationcookie/default as true.
What does this setting do? Great if you can explain the exception.
