Dynamic System Setting gennewpage after 8.6.4 upgrade from 8.1.8

We have several apps in our environment.  After upgrading to version 8.6.4, we noticed a new DSS record for datapage/newgenpages.

 

more than half of our apps require the setting to be set to false and the other half of our apps need to setting to be true.

Is there anyway to override this setting for some (but not all) apps / rulesets?

 

For example,

Can we have App A, App C, and App J set the value to true and all other apps (or respective rulesets) default to false?
