Does Pega IAC ie. mashup provide a URL to click in the external web page or does it directly provide an Opened Pega Section and harness in the external website? what are the considerations in terms of security and authentication in mash up? Does mashup allow fill in and submit a form for users who are not operators?

You can open harness not a section. But you can embeded a section in harness. No need to click a link or button.

IAC will give you a gadget file i.e HTML file which you can use in your external application as for example you include the source gadget file in an iframe tag in your external application.

IAC will open up the harness if you have configured to have harness. Similarly work processing or any other option. We have few options like create new work, display harness, open assignment, etc.
Mash up allow to open these for operators but those should be authenticated operators. While setting up, we have a option to hit the authentication URL and if the user and that operators are mapped then only these details will be pulled.
