Does Pega 8.5.3 Support Dataset, Dataflow and Streaming without Pega Decisioning

I have a requirement of consuming a message from Kafka topic and create a case in Pega. I understand this can be implemented using the rules Kafka connection, Data set and Dataflow through background processing.

But I heard from my other team members that this implementation can be possible only with Pega decisioning, so wanted to know whether it is true or Pega 8.5.3 also can support without Pega decisioning framework.
