Difference between aggregate condition and filter condition in IH Summary

I created an IH Summary to fetch the Accepted counts. I can either filter them with Outcome = Accepted and get aggregation of count.

Second way is to get the aggregation count with a condition of outcome = "Accepted".

What is the difference between both? Please explain.
