Development environment slowness - rule resolution sql queries - IMPACTING

Team,

Please suggest for any DSS or additional performance enhancing indexes related to below mentioned IMPACTING SQL queries (attached) in PRPC86 in dev environment.

 

1.SELECT "PC0"."PYVERSIONSECURE" AS "pyVersionSecure" , "PC0"."PYRULESETNAME" AS "pyRuleSetName" , "PC0"."PYBRANCHID" AS "pyBranchID" , "PC0"."PZINSKEY" AS "pzInsKey" FROM PEGARULES.pr4_rule_ruleset "PC0" WHERE ( UPPER("PC0"."PYBRANCHID") = UPPER(:1 ) ) AND "PC0"."PXOBJCLASS" = :2

2.Two problematic SQL queries (email attached) which starts with WITH app_rulesets_pc0 AS* have been observed.
