Deleting operators without access to DS issue

Hi all, In the course of our work, we faced the problem of giving the user who does not have access to Designer Studio the ability to remove operators, what are the existing mechanisms for solving such problems? Maybe we went the wrong way, but we implemented the task through access to RuleForms and faced the problem of limiting the availability of elements.

Can anyone help and provide some information?
