DB2 Error: [ibm][db2][jcc][10199][10462] required character converter is not available

We recent added new JVM to the application. which accessing the Report definition for this new application. we are facing the below erro.

 

DB2 Error: [ibm][db2][jcc][10199][10462] required character converter is not available

However we are not facing this error in other prod J40 VMs.r
