Customer service for Financial Services- Collection under CPMFS and not SCM workpool

Hello, 

Whether anyone knows why Pega Customer service for financial services framework kept collections case type under the CPMFS workpool and not under the SCM workpool? Rest all the case types are under SCM workpool.
