Customer selection in Volume Constraints

Hi,

I looking for confirmation on how customers are selected in a volume constraint. Is it random? I have tested whether it was pxPriority but it is not the case.

IE: for 2 customers if they both have a top priority email offer, but the volume constraint count is 1. Which one would get the offer.
