Current Step Name is not displaying in the Menu bar while initiating a New Case

1.While Initiating New Case, for the very first screen Task Label and Current Step name is not displaying on the Left side.

First2. In the Second Step Name is displaying in the left side.

3. Its because .CAParentID property is being null initially and in the second step .CAParentID Property has value as Case ID value.

Requirement

How can I make the initial step also display the Step name and Task Label?
