Creating a Cover

Is there a guide to create a Cover Case type? Is there a difference between a Parent Case and a Cover Case?

All I was able to find was the following on PDN -

Hello, 

Well the Parent case is usually the Cover and the Childs cases are the Covered. They are related to each other with properties like pxCoverInsKey.
