Convert XML Encoding to UTF-8 from other Encoding type

We have a application where users attach XML files. We need to parse XML for extracting data, but getting exception when xml encoding is other than UTF-8.

is there any solution for this like

 converting xml encoding format to UTF-8 ?

Please kindly anyone help!!
