Connect Rest API respons encoding='ISO-8859-1' not parsing correctly to UTF

We have an API we connect to to get some information. The responses is returned as  <?xml version='1.0' encoding='ISO-8859-1'?> When mapping the response by the OOTB XML Parse Rule, the encoding is not well threated.  e.g. "België" is mapped in Pega as Belgi� Anybody any idea on how to fix this?
