I have seen this issue posted but there are no answers. I found several articles but no solutions.

Fresh install of Pega 8.7 personal edition because I need to show the application to folks in an offline location. Every time I create a version of pyCaseMaininner there is a config issue in red where the tabs are for my cases even in the original pyCaseMaininner rule which prevents opening the rule. A circle just spins in the middle. Changing cosmos version stops this from happening for a moment before it comes back. 

Everything else works fine, but this is a crushing issue to deal with as I need to present a lot of read-only information to my users. All cases across the application.
