Complete Remove Javascript When Section Is Hidding

Hi Everyone,  

I want ask for issue that i'm having right now.

I have section timeout crmSessionTimer it's OOTB.  

We need to hide the section when agent login to CTI.

We try to add when rule for section but it's doesn't work, the java script is still loaded even the section is not appear.  

Any suggestion ?

I have rise this issue to SR  INC-195292
