Assumption:
class that was deleted had declarative rules associated to it. When the class was deleted the declarative cache entry did not get removed so an error occurs when running the "Starting global declarative cache pre-load..." step.
Please let us know how to proceed on this.

but the stacktrace is diiferent than the one you are facing here, so it won't help.
1. Do you face this issue while opening a work object? Do you see something like this in the logs before the stacktrace starts?
( Open.Work_.Action) - Error in Obj-Open-By-Handle
2. Does this issue happens intermittently?
3. Also, please let us know which Pega version you are on as this issue has been reported in Pega 7.1.6.

( Open.Work_.Action) - Error in Obj-Open-By-Handle --> yes, we have similar kind of issue. please suggest what we need to do to resolve this?
and we are using Pega 7.1.6 and it is happening intermittently.
