What role is required to allows operators to change their profile picture?

The operator would need access to save Data-Admin-Operator-ID instances. The PegaRULES:User4 role uses the pzIsSocialContext Access When for determining when OperatorID instances can be written.

Just to add bit more on it, pyIsSocialContext is the property that one should use to determine whether one should be able to allowed to save the changes on the operator id profile or not.

This property in turn is set via a data page D_PzOperatorInfo which is the Primary data page to get operator info.
