Case Manager portal is closing when cancel action triggers
I have used same section for User portal and manager portal .
Inside the section i have placed a link and on click i have called cancel action (Go Home).
In User portal it is working correctly but in manager portal it is closing entire portal

Re-using sections on multiple portals is the correct thing to do, and normally works well.
Cancel (from the Process Work subset of actions) "Closes the current form without applying any changes."
Depending upon how the section is included could alter what happens. I believe this should only be used when a work item has been opened in a new flow on a tab, and the close action will close that tab. You might see what you are describing if the section has been added directly to the portal.
