Capture Image From user And display that attachments to another user

I have two user with two different Access group in the same application

1) User1 (Owners access group)

2) User2 (User Access group)

I have an requirement to upload an image file from User1,  store that image  in Local data storage 

and I want to show that Images to the user2?
