Cannot update Pages access for personas

I have an 8.5 application where I have defined Personas.  I am on the Users->Access page.  All personas are defaulted to have access to all Pages.  When I deselect a page, nothing happens (all personas have a dash for that page).  When I save, the deselected page is now selected again.  How to set page access for each persona?
