Can we add new options in Notification Preferences

Can we add new options in notification preferences. (Operator > Notification Preferences) For example, We want to give options like if case only assigned to me or case assigned to me with specific comments (From customer property) and if user will unchecked/check then notification should come to the user otherwise not?
