Can Pega portal exposed to Public domain

We have a requirement to build a portal and publish this to public domain for user access, we have current option to build this option via Sitecore.

If we are building this portal in pega 8.6, can we achieve below

1. User friendly user interface( Using react ui)?

2. What is max limit of users that  Pega node can support at a time. What is average timeout for such portals?

3. Is it advisable to build such kind of portal via Pega? Does Pega recommend building such portal for public domain?
